CAC Citizens Advisory Committee Quarterly Meeting

🗣️ What a CAC Meeting Is

A CAC (Citizen Advisory Committee) is a local community group made up of residents, property owners, and business owners who gather to discuss issues affecting the Pacific City-Woods area. These committees are part of Tillamook County’s citizen involvement program under Oregon’s land-use planning requirements. Their purpose is to provide a public forum where community members can learn about, discuss, and offer input on local planning and policy matters that affect the area.

🪑 Typical Activities at a CAC Meeting

During a meeting at the Kiawanda Community Center, participants generally:

Hear presentations or updates from county staff or community members on local issues (e.g., land use, development proposals, transportation or environmental topics).

Discuss community concerns and priorities related to planning, development, services, or community character.

Provide feedback and recommendations that the committee will relay to the Tillamook County Board of Commissioners, Planning Commission, or other local bodies.

Engage in dialogue with neighbors and officials to help inform decisions and improve communication between the community and local government.

COASST Beached Bird Training Session at Tillamook Library

Join the Coastal Observation and Seabird Survey Team (COASST), and make a difference for the environment! COASST participants collect monthly data on beached carcasses of marine birds to establish the pattern of bird mortality on North Pacific beaches. Data collected helps address important marine conservation issues. No prior scientific experience is needed!
Beach surveys are best when conducted in groups of 2 or more — so please come with a partner in mind or in tow! The training is free, but we do ask for a $31 refundable survey kit deposit to take the materials home.

Common Spring Mushrooms of the PNW with Leah Bendlin at Tillamook Library

In this presentation, we will learn some of the most common and memorable mushrooms found in spring in the Pacific Northwest. We will focus on common edibles like oysters and morels, indicator species, as well as other interesting and beautiful non-edible species. We will learn how to tell edibles apart from poisonous or just otherwise tricky potential lookalikes, noting particular physical features and habitats that will help you to identify them on your own. BYO mushrooms to identify!

Eelgrass: Ecology, Research, and Local Updates

Friends of Netarts Bay WEBS is kicking off 2026 with a three-part event series, “Producers of
the Bay!” Our first event of the series shines a spotlight on eelgrass, a flowering marine plant
that acts as a nursery for the young fish and invertebrates that form the foundation of our local
food web.
Netarts Bay stands out as one of the few bays in Oregon that still has healthy native eelgrass
beds. Eelgrass is impacted by a variety of human activities including boating, dredging,
recreational shellfish harvest, some aquaculture harvesting techniques, the introduction of
invasive species, and nutrient runoff from land. Eelgrass responses to, and recovery from, these
activities vary widely, highlighting the importance of local, science-based approaches to
sustaining ecosystem health while supporting the important industries and communities that
depend on a thriving bay. So how are scientists working to sustain this vital species throughout
the coast, and how can we protect the healthy beds in Netarts?
Join us on Zoom to hear from Dr. Tony D’Andrea, Project Director of ODFW’s Shellfish &
Estuarine Assessment of Coastal Oregon (SEACOR). He’ll share insights from his work
monitoring local eelgrass health, including recent surveys in neighboring Tillamook Bay.
Tune in on February 25th, 6:30 PM – 8:00 PM, to learn the latest on local eelgrass and stick
around for a live Q&A at the end of the presentation. We’d love to see you there!
Visit https://www.netartsbaywebs.org/events to learn more and register. The Zoom link will be
shared after registration.

Grief Workshops with Morgan Motsinger at Tillamook Library

Grief Literacy: Understanding Loss, Reclaiming Life
A four-part community workshop series
Grief is not a problem to be solved or a stage to get through. It’s something we carry, and with the right understanding, it can become one of our greatest teachers. This series blends neuroscience, psychology, and lived experience to help you understand what grief actually is, why it affects your brain and body the way it does, and how to move through it with more compassion, clarity, and even joy.

Each session includes mindfulness practice, movement, real conversation, and tools you can use immediately. Come to one or come to all, each session stands on its own.

Week 1 — What We Get Wrong About Grief

Unpacking the myths (including the infamous 5 stages) and discovering what grief actually looks like.

Week 2 — Grief and the Brain

Why grief is so exhausting, what’s happening neurologically, and why your brain needs delight just as much as it needs to process.

Week 3 — Grief Is Everywhere

Grief isn’t only about death. Exploring the losses that don’t get named (divorce, illness, identity, relationships) and what they reveal about what we love most.

Week 4 — From Knowing to Tending

Grief in the body, somatic practices, an in-the-moment grief toolkit, and the big question: what does your grief make clear about the life you want to build?

Led by Morgan Motsinger: TEDx speaker, mindfulness teacher, psychology educator, and bereaved parent.

CMEVC is the emergency preparedness arm of the Cape Meares Community Association (CMCA).

For those unable to attend in person, send an email to capemearesca@gmail.com to request a ZOOM link and how to participate in the interactive events. Admission is FREE. Enter for a chance to win a “go-bag” ($125 value) filled with supplies that will help you survive the first 72 hours of emergencies like extended power outages and the long-anticipated 9.0 Cascadia Subduction Zone Earthquake.

The featured speaker, Steve Eberlein, will share his remarkable firsthand account of surviving the 9.1 Indian Ocean earthquake and tsunami (2004) while working for the Red Cross. His experience offers a powerful perspective on resilience, preparedness, and the strength people discover in moments of crisis. A native Oregonian, Steve has delivered 200+ earthquake preparedness presentations, including his 2018 TEDx presentation in Portland, Oregon. Steve is the Resilience and Engagement Manager for Ethos Preparedness.

Sponsored by Governor Kotek’s Plan for a Resilient Oregon (PRO), CMEVC, TEVC, and the Tillamook County Library, the program promises a blend of storytelling, interactive events, and community connection. CMCA is one of two nonprofits in Tillamook County and one of 53 community-based organizations whose work directly informs the Governor’s plan. The PRO will guide the development of her 2027-2029 budget and legislative funding in 2027 and beyond. Tillamook High Campus Out of the Darkness Walk

Tillamook Family Counseling Center and Tillamook County Suicide Prevention Coalition have partnered with a THS Senior to bring a Campus Out of the Darkness Walk to Tillamook High and the wider community as their senior project.
This is a wonderful event that supports the American Foundation for Suicide Prevention and their efforts to #stopsuicide. The best part, 50% of the proceeds will help fund future suicide prevention programming in our area. Yet there is no pressure to fundraise. You can register and choose to participate in the walk without having to raise any money. Yet we highly encourage you to try and raise at least $100 because that earns you a walk t-shirt that you can pick up at the walk!
Want to fundraise? Great! You can do so individually or you can also form a team and fundraise with others from your work, organization, family, club, etc. You just need someone to register as your team captain then the rest of your team registers under them.
All ages are welcome to register, we just ask that everyone register so we have an accurate count for our walk with AFSP. No pets allowed at the walk as it is on school grounds.
We will kick off our event at 9:30am with registration/t-shirt pick up, a resource fair, and other programming. The opening ceremonies will be at 10am and the event should be done by 12pm. This event will happen rain or shine. The resource fair and other events will be inside the Auxiliary Gym and the walk will take place on the track. Please dress for the weather. You can walk as long or as far as you like in the time frame of the walk. There is no minimum distance required as we want the walk to be accessible.
If you have any questions, please email Walk Chair Amanda Ferrat at tcscpinfo@gmail.com or call/text her at (503) 812-7444.

  1. There is no expectation that it will be a quiet zone; kids are kids and they are allowed to act like themselves in the children’s room.
  2. Only 2 hard and fast rules: No Running & No Screaming.
  3. If your child needs a snack, feed them!

Trail Building in Nehalem Bay With LNCT!

Every Friday, volunteers gather on LNCT lands near Manzanita, Nehalem and Wheeler to protect and restore habitat in the lower Nehalem watershed. We would love to see new faces out on the land!
These work parties are beginner friendly and an opportunity to learn about the engineering of hiking trails. We will be working on uneven ground, bending, and moving small rocks and brush during this process. Tools and gloves are provided, new volunteers welcome and no prior experience needed. Join as frequently as you please.  Email shane@nehalemtrust.org for weekly updates on where to meet.
Alder Creek Farm and Natural Area’s Nehalem Teaching Trail already supports an impressive variety of native plants and simulated ecosystems for community learning—but we’re looking to grow. This short trail will extend educational access into a different ecosystem and connect to the Natural Area’s pollinator meadow. We hope it will also add some variety to habitat access for bird watchers who visit the farm as a part of the Oregon Coast Birding Trail.

Turning the Tide in Oregon’s Blue Ecosystems: Seaweeds & Green Crabs

Join Friends of Netarts Bay – WEBS on Wednesday, March 18th, 6:30-7:30 for the second webinar presentation in our 2026 “Producers of the Bay” series!

Oregon’s coastal blue ecosystems are dynamic, productive, and increasingly shaped by climate change and invasive species. This webinar explores the ecological roles of seaweeds and invasive green crabs, and how science-informed, ancestral stewardship and harvesting practices can contribute to ecosystem resilience. Drawing from marine ecology, the Indigenous 13 Moons seasonal framework, and Asian coastal food traditions, the session connects ecosystem literacy with culinary nourishment.

Dr. Siew Sun Wong from OSU’s School of Nutrition and Public Health and Dr. Samuel Chan from OSU’s Department of Fisheries, Wildlife, and Conservation Sciences will share their insights into Oregon’s nearshore systems and how thoughtful harvesting and cooking can transform ecological challenges into opportunities for stewardship and sustainability—while also creating meaningful and nourishing meals.

Seaweed samples will be available at the WEBS office for pick-up to enjoy during the presentation. Details will be sent to all registrants.

Wildfire Community Preparedness Day

Join us for Wildfire Community Preparedness Day as we learn, connect, and take action to keep our communities fire‑adapted and resilient.

The Tillamook Forest Center is hosting a special screening of Samurai in the Oregon Sky, a film exploring how an attempted WWII wildfire ignition near Brookings, Oregon ultimately led to an unexpected reconciliation and lasting friendship between the pilot and the community. Join us to learn the connection between this historic event and Oregon Department of Forestry lookouts.

Oregon State Fire Marshal will have a special presentation on wildfire readiness, community risk reduction, and practical steps you can take to prepare your home and neighborhood.

And of course, no event would be complete without a visit from Smokey Bear! Stop by to say hello, snap a photo, and learn a few tips about preventing wildfires.

Come spend the day gaining knowledge and engaging in activities designed to empower and inform. Together, we can build a safer, more fire‑prepared Oregon.
